Procedure for Awarding Memory Diplomas
Who can submit a nomination?
- A person wishing to receive a Memory Diploma.
- Other natural or legal persons who have evidence that an individual was expelled from Vilnius University (VU) on political or ethnic grounds.
- The Recovering Memory Commission or the VU Museum may also nominate suitable candidates identified through historical research.
Nomination review and presentation of Memory Diplomas:

Upon receipt of a nomination or the identification of suitable candidates, historical research is carried out.

The Recovering Memory Commission considers each nomination and decides whether the candidate is eligible for a Memory Diploma under the Recovering Memory Regulations.

During the ceremony, the VU Rector presents Memory Diplomas to the recipients selected by the Recovering Memory Commission.

If a recipient is unable to attend the ceremony, the Memory Diploma may be sent by post or presented in another agreed manner.
5.
Memory Diplomas that cannot be presented are held at the VU Museum.
Personal data protection
- Historical research is carried out and Memory Diplomas are awarded in accordance with European data protection regulations.
- Information about individuals who are not awarded a Memory Diploma is treated as confidential and is not made public.
- Information about Memory Diploma recipients is published in the ‘Memory Diplomas Granted’ database.
